A new report is predicting the nation's economic growth will contract by three percent this year, due in part to Victoria's unfolding coronavirus crisis.

The Deloitte Access Economics analysis also found Victoria will be one of the hardest hit jurisdictions.

It comes as thousands of residents in Melbourne's public housing towers remain under a "hard lockdown", after dozens contracted the virus.

The Victorian Government sent in police to ensure residents don't leave their flats at Flemington and North Melbourne.

Although food packages have been delivered, there have been some delays and some residents say they're still awaiting deliveries of medical supplies.

Premier Peter Gutwein says they'll review the situation across the Strait this week, with an announcement due on Friday, including whether Tasmanians will be able to fly through Melbourne without leaving the airport. 

"Obviously we need to understand whether or not Tullamarine is able to provide appropriate transiting arrangements," he said. 

"There is interest in terms of direct flights to Adelaide, to Sydney and to Brisbane, but they will be demand-driven."
